Level 1 -       Aware of the language, could perform some minor changes to existing applications
Level 2 -       Have a working knowledge of application design and coding functions, could perform tasks with
                    assistance.
Level 3 -       Have a moderate working knowledge of application design and coding functions, could perform most
                   tasks or be part of development team.
Level 4 -       Have a high level of knowledge and could instruct in the use and functions of the application
Level 5 -       Primary area of expertise, could be lead developer as part of a team.
